What Jan is saying is that it is not a true Peer to Peer (i.e. direct client to client with no middleman) but a hub and spoke product, which of course can be made to allow spoke's to talk to each other. For what you want use client to client as you discussed, have each user connect and they will be able to connect to each other via the IP assigned to their TAP adapter. As with anything in technology loose use of terms causes confusion.
