The way to "document" this is with a change to the license,
signed on to by *everyone* holding any copyright on the code.

Any previous "exception" was for development purposes only,
not for distribution.  You can tell that by the way there
is (cough) ... no exception in the written license.

We can also move on by just accepting that the license is
what it is, and working with that.

If someone wants to conduct a parallel effort to contact
each developer and get them to publicly approve a change
in the licensing terms for their contributions, then by
all means do that.  Preferably with the work done off-list
so it doesn't clutter up mailboxes of people trying to
make actual technical contributions.

But lacking such an effort, all the flamage is just pure
annoyance.
