Remote power switches do exist, and are not too expensive, so this can
be solved. I do have old routers with the required functionality, which
offer 3 TTL-compatible outputs (called "X.21 interface") and a hacked
firmware with a web interface to control them - I could donate 1-2 of
these if it helps.

I recently installed a Linux cluster some 100km away via remote-KVM and
remote-powerswitch (yes, I needed those because I did crash the kernel),
without ever touching the hardware - It's impressive what can be done
remote with the proper setup.
