No, it has not confused people in the past, and will not confuse people in the future.

Adam Dunkels uses a vastly different configuration in Contiki - and that does not confuse people.

And the guys @ ethernut do not use this technique - and people manage.

Perhaps the entire "correct layout issue" is much ado about nothing?

The goal is to pick a layout that makes it clear where trunk, tags, and branches are for both openocd and zy1000. Simply having trunk, tags, branches at the top-level be openocd and zy1000 be at the top- level with a trunk, tags, branches underneath isn't clear. I personally don't like the:

trunk/
  openocd/
  zy1000/
tags
  openocd/
  zy1000/
branches/
  openocd/
  zy1000/

but it is at least clear.
