1. Install GoldenDict or StarDict.
2. Install the dictionaries for the preferred language or configure the
internet sources for translation.
3.Configure interactive translation of clipboard in GoldenDict or StarDict with
a corresponding shortcut (not F1, F1 is for the help).
4. Select some word in Okular and copy the word into clipboard.
5. Press your shortcut.
6. Watch the translation.

P.S. You can configure KWin to "Keep above others" for the dictionary window.
