I would say that the reason companies are looking elsewhere is a *shortage* of Ruby developers (which is why the ones I do know about are always busy). You know the "scene" much better than I but I've never had the impression that there are hundreds around the north. Which is why I would think evangelising and training would be our priorities. Baz.
