Double-click !Boot on your harddisc to get the Configuration window,
select 'Boot' and then select 'Install'. This gives you the Boot merge
window

Select !Boot.Resources.!Unicode on your harddisc, using the filer menu
select App '!Unicode' > Access > Unprotected.

Now retry installing the Netsurf Boot.
