RIRs serve multiple (potentially overlapping) jurisdictions, thereby providing 
a way for effects to cross national boundaries.

Forcing registrars and resolver operators to block the lookup of certain names 
does not prevent access entirely, yet it is a very common technique imposed by 
national regulators and courts all over the world.
