Within LACNIC region, the official language is English in
"South Georgia and the South Sandwich Islands" (and,
though there is disputes, "Falkland Islands").

So, it is likely that English is one of a formal language
of LACNIC.

A theoretical (perhaps not practical) problem is that French
is the official language in "French Guiana".
