I mostly disagree, but I will say only this: It's highly variable.  

The main problem with the Mutt manual, specifically, is that Mutt is
very powerful, which makes it inherently complex, so there's a lot to
cover.  The reference section at the end is excellent, but the manual
really needs more "How do I do X?" sections that cover more of the
things that Mutt can do for you, and/or where options are described in
groups relevant to a task.  There are some of these, but there are
many more tasks than sections which describe them. :)  And that
portion of the manual seems to tend to be the least updated, so within
those sections, there are many relevant options which are not
mentioned or inadequately described.  Unfortunately, occasionally,
such as the alternates command, even the reference section does not
clearly enumerate all of the ways that particular configuration widget
impacts the operation of Mutt.

Otherwise, you just need to read/memorize all 165 pages of the manual
to figure out what you don't know how to do with Mutt. :)
