Yes.  Mutt is in the minority for doing this, but it's now the "right"
way, especially for non-US character sets.

Yes.  Try 'pgp_create_traditional', optionally with the Outlook
compatibility patch.  It will change the content-type so that Outlook
doesn't barf on clearsigned messages.
