You are likely thinking of "adcomplain" which can be found at
http://www.rdrop.com/users/billmc/ (or in /usr/ports/mail/adcomplain/ if
you're running FreeBSD).
I've been using it for about a year now and I'm quite pleased with its
ability to properly send complaints to the right place. Simple matter
of piping the offending mail into it from within mutt.
