I haven't used Outlook myself, but supposedly you can export mail
folders in different formats.  One if these formats is (again,
supposedly) Netscape Mail, which is actually just the standard unix
mbox folder format.  You then just need to move this type of folder
file to unix.  Since it's a text file, you may need to fix the line
endings (unix LF vs. Windows CRLF), but otherwise it should be
usable in Mutt immediately.

Yes, it should, and the latest version does -- according to the
release notes, I haven't tried it myself.
