Well, here's the problem, you see...
Mutt *has* to check for new mail in the mailbox, because when you switch
folders, it is going to update the contents of the folder to match its
internal state (deleted messages and such). So, if the folder changes,
Mutt *must* notice this, and update its internal start first, or else
when it writes out the update, the newly-arrived mail would be lost.
Now, I suppose that Mutt could conceivably update its internal state and
then go ahead and update the folder like it was going to do, but someone
must have thought this was a bad idea, because it isn't done that way.
Or maybe it's just done that way because Elm does it that way.. :)
