 Yes, for me, opening in vim will show all the control codes, presumably in
 other editors too.
 However, grep, less, etc. all seem to show up Ok to me.
 I'm not sure what the historical background of having it formatted this
 way was, or what tool is generating the text under the hood. There might
 be a newer tool that would allow formatting it neatly and avoid the
 overstriking, which I agree isn't very common now.
