Without $quote_quoted set, the only difference the patch makes is
routing the reply through text_plain_handler instead of rfc3676_handler.
This can also be accomplished with "unset reflow_text".  What happens
with unpatched mutt-1.5.23 if you unset reflow_text?

I saw that patch in the ticket, but unfortunately the code has changed
too much, so I couldn't really figure out what it was doing.
