We have an internal tool which uses the tf checkout command to accomplish this:

I'm not sure how we can fix this. Properties\AndroidManifest.xml needs to be 
checked in, as it contains stuff that can't be automatically generated. It's 
similar to your .csproj and .sln files: they need to be checked out in order to 
change them.

Perhaps we need to use some VS mechanism to implicitly checkout the file?
