If you tried to do it now, you’d first have to drop all permissions on the existing namespace, before you could get the new package name indexed. But while we have any conflicts remaining in PAUSE, PAUSE and various places in the toolchain (and MetaCPAN, and more) will need code to decide how to resolve it. Right now some places do it differently. If we can get rid of the remaining conflicts, then we don’t need to worry about it. Right now these package names are owned by the same people.
