Either a package name is indexed, and then the PAUSE permissions model applies, or it's not indexed, and then there are no PAUSE permissions. Whether something gets installed or not does not enter into it. We have established that Math::Simple is indexed, and currently resolves to Inline; deal with it accordingly.
$ cpanm Math::Simple --> Working on Math::Simple Fetching http://www.cpan.org/authors/id/S/SI/SISYPHUS/Inline-0.53.tar.gz ... OK Configuring Inline-0.53 ... OK > How is this different than domain sitting? Because of the intent. You very well already know that the indexing of Math::Simple was an accident. In general, the permissions model (of which first-come is only a part), combined with the policies for conflict resolution, framed in the Internet culture of working code and cooperation worked very well in the last decades. AFAIK no one ever maliciously squatted.
