Really???

Can you fly without passport? Can you release a USB product without
certification? etc ...

There is a diffrence between not wanting to do something and being _unable_
to do something.

CPAN is a great idea and I am not blazé enough to accept the that it is
sometimes used as a garbage can.

I'll try to wrap up what we (all) have discussed and see if there is
something that can be done.
