Are you implying that you would disable autogeneration of READMEs
and then make them a requirement? Then you'll get a lot of 0 byte
READMEs. So next you make it a requirement that they be > X bytes
length, and then you get a lot of READMEs with nothing but "This
is Foo::Bar, for documentation see POD".

You cannot make them.

Garbage can is a strong word. I seriously doubt anyone uploads
anything they're not using themselves. The problem is that people
either do not care enough to put sufficient effort into what they
upload or they are simply not educated enough.
