Yes, I definitely think so.  I'm relatively uninterested in ratings,
though, and more interested in something a little more quantifiable
(I'll admit to only glancing at the cpanratings, though).  For example,
when I wrote and released Shell::Base, it was because I couldn't find
Term::Shell.  If the tool I am describing existed, I would have
immediately gone and added some keywords like "shell", "command line",
and "readline" to Term::Shell's entry, so that the next person who needs
this can easily find it.

Hm, I didn't realize the connection, but I guess my idea was
subconsciously influenced by cpanratings and the META.yaml talk on p5p.
They are all fabulous ideas, though, and the fact that they're all
relatively similar implies to me that they should be at least
unofficially coordinated.
