It seems to me that part of the problem is that modules don't contain
enough metadata.  This is starting to change, with META.yaml support
being added to the CPAN indexer, but there is still not enough.

I think it would be interesting for someone to set up a site where
people can add and edit module metadata.  So, for example, when someone
discovers a module they'd never heard of that does something neat, they
can add the metadata that would have helped them find the module in the
first place.

For bonus points, make this metadata exportable as YAML so that it could
be searched locally.  Perhaps this metadata file could be updated daily
and distributed via CPAN or SourceForge.  Users could use CPAN::Metadata
(or whatever) to search the metadata.
