No it doesn't. The default for vcd/svcd presets is equivalent to -S 700 -B 230, but the command line settings override the defaults. I generally use -S 790 for 80mins cds. Note that here MB is 1024*1024 bytes, not 1000000 bytes so 700MB sequence length implies 734000000 bytes, close to what can fit on 74 min CD.
