As far I know vcdeasy uses parts of the mjpeg tools and mplex and cddao to create the disks.
According to that "guide" I would guess that you will have to mplex it that way: mplex -f 2 -b 2750 -V -b 300 audio.mp2 video.m2v -o VCD_test.mpg Where -b is the buffer value you used when encoding the SVCD. after that run mplex with that option: > vcdimage -t vcd2 VCD_test.mpg Than burn it with cdrdao. This could do the trick.
