Anecdotally, I have a laptop IDE drive enclosure with a USB interface,
& the supplied cable has *two* Series A USB connectors in order to
provide sufficient power to the drive.  On occasion, I have forgotten
to plug one connector in, & sometimes it works, but other times it is
apparent by the sound that the drive is having problems spinning at a
constant rate.  Having two connections simply ensures sufficient power
is available for more (common) situations.
