Yes. We don't particularly want to deal with reports of build failures or worse builds which succeeded but are missing features, from people who have decided that they don't need to install all sets but e.g. didn't realise that some non-X software uses freetype or fontconfig (or in the past before it moved from xbase to base, expat). Having this as an error certainly seemed to help.
