Banks are generally conservative places IT-wise, and I suspect that in many cases they were simply running old versions of OpenSSL that weren't affected by Heartbleed. I know for a fact that that is the case for at least one fairly big bank. This current problem, of course, goes back to older versions of OpenSSL so there's a lot more work to be done. -Andre
