This reduces confusion since gl_shader::Type is sometimes

Seeing this and similar code elsewhere, maybe the ctx->Const.Vertex/Fragment/GeomtryProgram fields should be changed to ctx->Const.Program[MESA_SHADER_STAGES]; That could be done in a follow-on patch of course.
