We could have initially categories of tutorials, tips, news, events for each
of the countries want to have someone a user to enter content.

I think that makes it easier by not having to layout and make it more
dynamic.

What you are describing are blogs and we are already blogging on these. For example, you can follow the documentation blog which has published many tips already and there are more advanced blogs coming. I also believe that the main blog, blogs about different devs and their backgrounds, the is now a marketing blog. We are also encouraging other NL groups to start their own blogs.
