Darn, because that was going to be my suggestion. Since you can't
limit volume, move only some domains at a time.

I had an email marketing sender who needed to switch platforms but
couldn't limit volume so instead we made a matrix of the different
types of emails they send. Came up with about 30 different types of
order notifications, shipping notifications, refill reminders, coupon
emails, newsletters, etc. We just moved a few types of emails from the
old provider to the new provider every week. Not very scientific or
exact, but it ended up working out fine.
