No no, I get all this. In this case it's a company switching
domains and the transition phase involves some hiccups such as this
until everyone updates their contacts. I wasn't aware of this behavior
by Outlook so it made me curious.

The DMARC policy is telling you not to forward the mail.  So don't,
write back to 
the author and tell them to send the message to the other person.

I realize that what DMARC policies say frequently is vastly different
from what the domain owners actually want or mean, but it's up to them
to
fix that.
