Although this behavior is completely annoying (even for meeting requests which 
are only forwarded internally) and differs to what Outlook does when forwarding 
any other message types, it is not new. Outlook acts this way since as far as I 
can remember. I heard once that Microsoft set it up like this because of the 
meaning of the From and Sender header fields in RFC 4021 section 2.1, which RFC 
5322 picked up: The From header contains the address of the author of the 
message (the organizer), whereas the address of the person who forwards/sends 
the meeting request is put into the Sender field.

You already mentioned two possible workarounds: Stop using Outlook (which might 
not be an option for everyone) or stop forwarding meeting requests, especially 
to other organizations (which I tell people who report the problem you 
described). That is because forwarding meeting requests actually has further 
drawbacks:
- The other participants of the meeting do not see who is invited.
- The organizer of the meeting does not necessarily know about the additional 
attendees, so they do not receive possible updates of the meeting.
- Outside of the IT world it is generally considered impolite if guests 
forward/extend invitations on their own. Instead they can ask the organizer, 
leaving the decision who gets invited to him.

The third workaround to forward as an attachment has already been mentioned as 
well, which encapsulates the meeting request in a new message with the 
forwarders address in the From field.
