That's not my experience.

Mine either.  I've been running my own personal MTAs since the
mid-80s, and have switched VM hosting providers several times over
the years.  There are only three domains I can't send mail to:
sympatico.ca, t-online.de, and bell.net.  All three spit back 5XX
responses in their initial greeting (before I can even send an
EHLO), then promptly hang up.


sympatico.ca, bellnet.ca, bell.net, bellsouth.net, sbcglobal.net, att.net ... from my (limited) experience, they all belong to att systems, and a manual confirmation is required for new mailserver sending messages to them.
