That is possible, but I think that things have changed since the pool of available IPv4 addresses was exhausted. Hetzner has been assigning my new servers IPv4 addresses which don't share obvious similarities for quite a while now. Based on geolocation data, the addresses were used in various countries around the globe before being assigned to my machines. I speculate that Hetzner either purchased these addresses not too long ago, or perhaps stopped leasing/loaning them to providers elsewhere.
