Of course, because laws are written by politicians, if such a law were to be passed the politicians would exempt themselves just like they did with TCPA and continue to blast political spam.
They did the first one wrong anyway. Instead of "Do Not Call" they should have created a "I Really Need An Extended Warranty For My Car" list and had people opt in.
