I don't think anyone has said that. Microsoft's mail systems have accreted over the years and are held together with chewing gum and baling wire. On the other hand, if the recipients of the mail don't complain when they don't get it, it's hard for the mail system operator to feel very motivated to do anything about it, whether Microsoft or anyone else. It's not just bulk mailers who overestimate how much their recipients want their mail.
