Hello mailop,

We're a "small" internet service provider in Switzerland and are running mail 
services for our customers.

Since a long time, customers are complaining that the mail they send are always 
getting to junk folder at outlook.com (no issues with gmail for example).

We give a lot of time to keep our mail servers reputation as good as possible 
and I think we're quite doing a good job at it.

- We're not in any blacklist
- Our senderscore is at the moment 98%
- Talos intelligence mail reputation is good.
- Our customer domains have spf records, dkim, dmarc configured and checked 
with no errors.
- On the Microsoft SNDS we have no apparent issue and the complaint rate is 
always <0.1%

So, we don't get it. The mails (even being simple mails like "Hello Matthias, 
how was your weekend, get back to me soon", and not newsletters or other 
stuff.) are still being marked as junk.
Also they are by default automatically deleted after 10 days as stated when you 
enter the Junk mail folder on Outlook.

I've checked the headers on outlook.com of received mail that are going into 
junk mail, everything is green. SPF=pass, dkim=pass, dmarc=pass.

We've opened many times support request filling the Microsoft form for 
reporting these problems. No real explanation or problem resolving on this path.

So, what can we do about it? Is there a way to have a correct answer about the 
issue from Microsoft ? We really would like to understand.
In the meantime, I can send a garbage mail from gmail.com to outlook.com and it 
ends up in the Inbox, even it's pure spam.

It feels like if big mail providers have whitelisting agreement between them 
and being really aggressive with mails coming from small mail services despite 
we're working our asses of to keep our outgoing mails clean.
Is it an unfair (illegal?) way to push our customers to move to outlook.com 
service thus killing our small ISP business ?

This is really frustrating and I really would love to understand and find a 
solution for this.
However we have no way to know what this is happening as the filtering 
techniques are obscure (maybe to protect them, but I'm sure spammers know much 
better about it than legit sysadmins...)
