Email from outlook.com to myself, which uses a non-public CA signed
certificate (which Hotmail would equally be unable to fully verify the
certificate chain) for STARTTLS has no issues, delivery is almost faster
than I can switch from web browser to mail client.  I don't believe this
is related.  Thank you for looking!
