Mailing lists that currently wrap messages can continue to do so because it will take some time for receivers to implement ARC-informed local policy decisions. We have tried to tackle a fair number of these usage questions in the https://tools.ietf.org/html/draft-jones-arc-usage-00 document which was published at the same time as the more technically oriented spec. --Kurt
