Neither does it implement anything for DKIM alone, I also got nearly unsubscribed when I began refusing mails with wrong signatures.
This is quite unfortunate, but the time where one could just use sendmail on his small home box is now gone. Spam has broken much of the reliability of email mainly because of buggy setups where one accepts a mail and then drops it without warning. So maybe all of this DMARC/ARC stuff is not so bad if it brings more verifications which can be used to restore reliability of email delivery.
