I think you're correct: there's no "Rules" submenu in the Mailbox menu, at 
least in recent builds.

In the top right of the Rules window, the second icon from the right displays 
"Dynamically displayed mailboxes" as its tooltip. But as I interpret it, this 
lets you determine when and whether subfolders for the selected folder are 
displayed, and has no effect on the mailboxes to which rules will be applied.

Maybe Henry can further explain what he's trying to suggest.
