Sure, but I generally have the preview disabled and it's not directly an association that the feature can be enabled oder disabled. I seem to recall various clients had something in the header indicating richtext was enabled or allowing it to be toggled on and off. For example, for mailing lists I'd generally always prefer to send text/plain.
