The issues is if I go to a rule or create a new one, the + and - buttons
do not work, so I cannot add conditions or actions.
All I am trying to do is have a SmartMailbox for unread messages and
others where I send specific emails to for sorting.
I had it working fine a while ago but now I can’t get it to work.

some other mail client is marking messages as read, or filtering

moved, then there is something wrong with the rules.
I don’t understand your comment that you “cannot add any rules”.
What exactly is happening there?
