Doesn't seem to for me. I usually have my mac's Language & Region prefs set to 12-hour time format but just changed it to 24-hour time format to check. MailMate displays times between midnight and 1:00 AM as, e.g., 00:00, 00:03, 00:06, and so on.
My region is United States, which I suppose might make a difference, don't know.
