Hi,

You will need to use that older version of Airport Utility.  I expect that 
since the firmware in the Express is slightly different than that of the 
Extreme, it's not registering as an Airport device.  I've not used that version 
for a number of years now so I'm not sure on it's Mavericks compatibility but I 
suspect it should work and allow you to figure out what's going on.
