As far as I’m aware, it has to do with the disclosure triangle being in focus. If nothing else works, I interact with the message info in the list and press VO space when VO is actually on the disclosure triangle. This works every time, though arrow keys seem to be working ok for me at the moment. The description for VO-backslash says: “toggle disclosure triangle” which would seem to be the most specific keystroke for this purpose.
