Hi,

Previous cautions aside, although important, one thing that might be going on 
is that a Keychain dialog is popping up that is stopping your ability to 
activate VO, press Escape a few times to see if that dialog will go away then 
try cmd-f5 or fn-cmd-f5 to get VO to start.  The Root user has its uses, but as 
mentioned by Chris and Chris, it should only be enabled if you really need it.
