Let's get a few things straight.
1. In the first place, aside what you say to appreciate the differences, what
exactly were you trying to do that required root access, as that is normally
strongly discouraged unless it be a very last resort.
2. Summarize for me the process that you took to enable the root account, as
depending on how you did it... (there are several ways...) that could explain
why Voiceover isn't working.

Although one can accomplish most anything that is truly necessary on the
Mac as an administrative user, in order to fully appreciate the
difference between an administrative user and a root user, I have
enabled the root user. Unfortunately, when I log in as the root user, I
cannot turn VoiceOver on with command f5 as I might expect. When I issue
this command, I continue to have a silent computer.
Any ideas as to what might be causing this problem would be greatly
