Thanks for your comments here. I've been getting mixed up with QuickLook and 
Preview and associating one with the other.

In QuickLook I basically had to read each whole page in one go. With Preview 
I'm able to interact with the text and, with QuickNav turned on and set to the 
Navigation router setting, press the up and down arrows to read line by line, 
or the left and right arrows to read word by word.

However, I'm still not able to read character by character, unless I start at 
the very beginning of the document. This can be really frustrating if I need to 
check the spelling of something half way down the page or more.

But, thanks to Ray I guess I can copy and paste into a text document. I didn't 
realise I could do this.

So, I'm very happy to rediscover Preview. I still think they need to work on 
syncing character and word navigation with where the VO curser is in the 
navigation router setting.
